The problem of truthmakers for negative propositions was introduced by Bertrand Russell in 1918. Since then the debate has mostly been concerned with whether to accept or reject their existence, and little has been said about what it is that makes a negative proposition negative. This is a problem as it is obvious that you cannot just read it off from the grammar of a sentence. The aim of this paper is to demonstrate that propositions may be negative or positive (...) in many ways: it offers a typology, and shows how the question of the existence of negative facts will receive a different answer depending on its relationship to that typology. This paper presents a typology of human actions, based on Aristotle’s kinesis–energeia dichotomy and on a formal elaboration (with some refinement) of the Vendler–Kenny classificatory schemes for action types (or action verbs). The types introduced are defined throughout by inferential criteria, in terms of what here are referred to as “modal-temporal expressions” (‘MT-terms’). Examples of familiar categories analysed in this way are production and maintenance, but the procedure is meant to offer a basis for defining various other commonsense categories. Among (...) the more theoretical categories introduced are “Aristotelian projects”, i.e. actions defined in terms of Aristotle’s conceptions of movement/change, as well as “abstract projects”, in which the agent ensures that something changes from not being a fact to being a fact, and “conditional agency”, which involves actions that are to be performed when/if certain conditions come to be fulfilled. A category like “starting an action” is itself inferentially defined here in MT-terms, and so, inter alia, are proceeding with, finishing, stopping and interrupting an action. There is also a demonstration of how actions of one type may be converted into those of other types, where this is a matter of the way they are “seen” or described. There is also an implication to the effect that some of these distinctions may be useful for formulating certain critical insights regarding modern life. (shrink)

Counterfactual reasoning has always played a role in human life. We ask questions like, “Could it have been different?,” “Under which conditions might/would it have been different?,” and “What would have happened if …?” If we do not find an answer, i.e., what we accept as an answer, we may start reasoning. Reasoning means introducing new information or assumptions, new questions, new answers to new questions, and so on. From a formal point of view, reasoning may be compared with moving (...) stepwise toward a destination in a path system without ever achieving an overview of the system. Seen in this way, reasoning is an activity with its own rationale, which must be studied from the agent’s own perspective. This paper explores the following query: Which conditions are necessarily fulfilled when the act of posing a specific question, or of introducing a particular piece of information or assumption, etc., may count as a step toward the answer to the initial question? The problem of the existence of negative facts as truthmakers for negative propositions was introduced by Bertrand Russell in 1918. In the debate since then, most writers have tended to reject their existence, Russell himself being the most conspicuous exception. Two other strategies have been offered. The first, usually called incompatibilism, actually goes back to Plato, whereas the second, the totality fact theory, was introduced by D. M. Armstrong in 1997. The aim of this paper is to show the problematic (...) character of some of the presuppositions shared by all three of the strategies mentioned above – presuppositions that figure in most of the current discourse on the subject. First, the concept of a negative proposition is not clear: one needs to make a distinction between grammatically negative propositions and “ontologically” negative ones. Second, it turns out that propositions may be ontologically negative in many ways, each of which may call for a different specific analysis with respect to the question of the existence of what would be the corresponding negative facts. Third, at the bottomline, it is shown that we need a concept of the existence or reality of facts that is not derived solely from their function as truthmakers. Such a concept, it is argued, is furnished by a theory that I shall call “ontological consequentialism”. (shrink)

Public “upstream engagement” and other approaches to the social control of technology are currently receiving international attention in policy discourses around emerging technologies such as nanotechnology. To the extent that such approaches hold implications for research and development (R&D) activities, the distinct participation of scientists and engineers is required. The capacity of technoscientists to broaden the influences on R&D activities, however, implies that they conduct R&D differently. This article discusses the possibility for more reflexive participation by scientists and engineers in (...) the internal governance of technology development. It reviews various historical attempts to govern technoscience and introduces the concept of midstream modulation, through which scientists and engineers, ideally in concert with others, bring societal considerations to bear on their work. In recent years, it has become commonplace among the Global Burden of Disease study authors to regard the disability-adjusted life year primarily as a descriptive health metric. During the first phase of the GBD, it was widely acknowledged that the DALY had built-in evaluative assumptions. However, from the publication of the 2010 GBD and onwards, two central evaluative practices—time discounting and age-weighting—have been omitted from the DALY model. After this substantial revision, the emerging view now appears to be that the (...) DALY is primarily a descriptive measure. Our aim in this article is to argue that the DALY, despite changes, remains largely evaluative. Our analysis focuses on the understanding of the DALY by comparing the DALY as a measure of disease burden in the two most significant phases of GBD publications, from their beginning to the most recent releases. We identify numerous assumptions underlying the DALY and group them as descriptive or evaluative. We conclude that while the DALY model arguably has become more descriptive, it remains, by necessity, largely evaluative. (shrink)

This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. _Systematic public vaccination constitutes a tremendous health success, perhaps the greatest achievement of biomedicine so far. There is, however, room for improvement. Each year, 1.5 million deaths could be avoided with enhanced immunisation coverage. In recent years, many countries have introduced mandatory childhood vaccination programmes in an attempt to avoid deaths. In Norway, however, the vaccination programme has remained voluntary. Our childhood immunisation programme covers protection for twelve infectious diseases, and Norwegian children are systematically immunised from six weeks to sixteen (...) years of age. In this article, we address the question of whether our country, Norway, should make the childhood vaccination programme mandatory. This question has received considerable public attention in the media, yet surprisingly little academic discussion has followed. The aim of the article is to systematically discuss whether it is morally justified to introduce a mandatory childhood vaccination programme in Norway. Our discussion proceeds as follows: We begin by presenting relevant background information on the history of vaccines and the current Norwegian childhood vaccination programme. Next, we discuss what we consider to be the most central arguments against mandatory childhood vaccination: the argument from the standpoints of parental rights, bodily integrity, naturalness, mistrust, and immunisation coverage. After that, we examine the central arguments in favour of mandatory childhood vaccination from the standpoints of harm, herd immunity, and as a precautionary strategy. We conclude that there are convincing moral arguments in favour of adopting a policy of mandatory childhood vaccination in Norway._ _Keywords_: autonomy, harm principle, herd immunity, parental rights, precautionary approach. Priority setting in health care is ubiquitous and health authorities are increasingly recognising the need for priority setting guidelines to ensure efficient, fair, and equitable resource allocation. While cost-effectiveness concerns seem to dominate many policies, the tension between utilitarian and deontological concerns is salient to many, and various severity criteria appear to fill this gap. Severity, then, must be subjected to rigorous ethical and philosophical analysis. Here we first give a brief history of the path to today’s severity criteria in (...) Norway and Sweden. The Scandinavian perspective on severity might be conducive to the international discussion, given its long-standing use as a priority setting criterion, despite having reached rather different conclusions so far. We then argue that severity can be viewed as a multidimensional concept, drawing on accounts of need, urgency, fairness, duty to save lives, and human dignity. Such concerns will often be relative to local mores, and the weighting placed on the various dimensions cannot be expected to be fixed. Thirdly, we present what we think are the most pertinent questions to answer about severity in order to facilitate decision making in the coming years of increased scarcity, and to further the understanding of underlying assumptions and values that go into these decisions. We conclude that severity is poorly understood, and that the topic needs substantial further inquiry; thus we hope this article may set a challenging and important research agenda. (shrink)

In a recent extended essay, philosopher Daniel Hausman goes a long way towards dismissing severity as a morally relevant attribute in the context of priority setting in healthcare. In this response, we argue that although Hausman certainly points to real problems with how severity is often interpreted and operationalised within the priority setting context, the conclusion that severity does not contain plausible ethical content is too hasty. Rather than abandonment, our proposal is to take severity seriously by carefully mapping the (...) possibly multiple underlying accounts to well-established ethical theories, in a way that is both morally defensible and aligned with the term’s colloquial uses. In Parkinson’s disease, the fronto-striatal network is involved in motor and cognitive symptoms. Working memory updating training engages this network in healthy populations, as observed by improved cognitive performance and increased striatal BOLD signal. This two-part study aimed to assess the feasibility of WM updating training in PD and measure change in cognition, movement and functional brain response in one individual with PD after WM updating training. A feasibility and single-subject study were performed in which patients with PD completed computerized (...) WM updating training. The outcome measures were the pre-post changes in criterion and transfer cognitive tests; cognitive complaints; psychological health; movement kinematics; and task-related BOLD signal. Participants in the feasibility study showed improvements on the criterion tests at post-test. FL displayed the largest improvements on the criterion tests and smaller improvements on transfer tests. Furthermore, FL reported improved cognitive performance in everyday life. A shorter onset latency and smoother upper-limb goal-directed movements were measured at post-test, as well as increased activation within the striatum and decreased activation throughout the fronto-parietal WM network. This two-part study demonstrated that WM updating training is feasible to complete for PD patients and that change occurred in FL at post-test in the domains of cognition, movement and functional brain response. In the first chapter (Theories of Scientific Explanation) of this book, the milestones in the debate on how to characterize scientific explanations are exposed. The second chapter (How to Study Scientific Explanation?) scrutinizes the working-method of three important philosophers of explanation, Carl Hempel, Philip Kitcher and Wesley Salmon and shows what went wrong. Next, it is the responsibility of current (...) philosophers of explanation to go on where Hempel, Kitcher and Salmon failed. However, we should go on in a clever way. We call this clever way the pragmatic approach to scientific explanation and clarify briefly what this approach consists in. The third chapter (A Toolbox for Describing and Evaluating Explanatory Practices) elaborates the pragmatic approach by presenting a toolbox for analysing scientific explanation. Slavoj Žižek's fascinating and complex attempt at an appropriation of the authentic legacy of Christianity for a revivified politics of universality is traced in the light of certain affinities to concepts of Carl Schmitt's political theology. It is argued that these two thinkers not only share a similar canon of thinkers, but also an emphasis on the necessity of maintaining and/or reintroducing a distinction between friend and enemy for a properly political thought. In a 2008 paper, Walmsley argued that the explanations employed in the dynamical approach to cognitive science, as exemplified by the Haken, Kelso and Bunz model of rhythmic finger movement, and the model of infant preservative reaching developed by Esther Thelen and her colleagues, conform to Carl Hempel and Paul Oppenheim’s deductive-nomological model of explanation (also known as the covering law model). Although we think Walmsley’s approach is methodologically sound in that it starts with an analysis of scientific practice (...) rather than a general philosophical framework, we nevertheless feel that there are two problems with his paper. First, he focuses only on the deductivenomological model and so neglects the important fact that explanations are causal. Second, the explanations offered by the dynamical approach do not take the deductive-nomological format, because they do not deduce the explananda from exceptionless laws. Because of these two points, Walmsley makes the dynamical explanations in cognitive science appear problematic, while in fact they are not. (shrink)

_Slow Cures and Bad Philosophers_ uses insights from the philosophy of Ludwig Wittgenstein to rethink bioethics. Although Wittgenstein produced little formal writing on ethics, this volume shows that, in fact, ethical issues permeate the entirety of his work. The scholars whom Carl Elliott has assembled in this volume pay particular attention to Wittgenstein’s concern with the thick context of moral problems, his suspicion of theory, and his belief in description as the real aim of philosophy. Their aim is not (...) to examine Wittgenstein’s personal moral convictions but rather to explore how a deep engagement with his work can illuminate some of the problems that medicine and biological science present. As Elliott explains in his introduction, Wittgenstein’s philosophy runs against the grain of most contemporary bioethics scholarship, which all too often ignores the context in which moral problems are situated and pays little attention to narrative, ethnography, and clinical case studies in rendering bioethical judgments. Such anonymous, impersonal, rule-writing directives in which health care workers are advised how to behave is what this volume intends to counteract. Instead, contributors stress the value of focusing on the concrete particulars of moral problems and write in the spirit of Wittgenstein’s belief that philosophy should be useful. Specific topics include the concept of “good dying,” the nature of clinical decision making, the treatment of neurologically damaged patients, the moral treatment of animals, and the challenges of moral particularism. The dual character of acclamations, religious and political, makes of acclamations a perfect place to explore theological-political transferences. Acclamations were central in ancient times in order to constitute a community and to show its acceptance, whether they took place in a republic while deciding in assemblies or during the accession of an emperor. The Christian-Church adopted this imperial ceremonial style with the introduction of imperial laudes into the Church and accommodated it to its own needs. Modern times recovered the magic (...) of acclamations in order to give space to the vox populi in the constitution of the political community. The aim of the present article is to explore the centrality of acclamations in religious and political life through three key texts: Kantorowicz’s Laudes regiae, Peterson’s Heis Theos and Schmitt’s Volksentscheid und Volksbegehren. These texts are interrelated and could be considered a particular case of a broad hidden dialogue between these three authors. The theological-political character and evolution of the practice of acclamations in the West coming from the East shows that the line that divided the sacred from the secular has been always far from fixed, and was instead subject to fluctuation, pressures from every side, and constant renegotiation. The almost simultaneous and overlapping discoveries of Mendel's forgotten work by Hugo de Vries, Carl Correns, and Erik von Tschermak gave rise to an intense rivalry, some jealousy, and more than a little illfeeling. De Vries, the first to announce the discovery, has been subjected to the charge that he wished to conceal his discovery and to obtain for himself the credit for having discovered what we now call Mendelism. This charge involves the statement that de Vries gave (...) credit to Mendel only after he had found that others had also read Mendel's papers. The evidence on which this charge is based is sketchy, and we can now show that at least that portion of it that is based on supposed alteration in the proof of de Vries' paper in the Berichte is without foundation. Unfortunately, de Vries gave three different accounts of how he was led to Mendel's work. Two of these involve Liberty Hyde Bailey.Bailey had listed Mendel's papers in a bibliography that he published in 1892 in The Rural Library. Bailey did not include this bibliography in the first edition (1895) of Plant Breeding or in its reprinting in 1896 and 1897. He did include the bibliography in the second edition (1902), but this was after de Vries and others had called attention to Mendel. In 1899, both Bailey and de Vries gave papers at the Hybrid Conference held at Chiswick, England, but we have no record of their having discussed Mendel. What evidence we have indicates that, at this time, neither of them had read Mendel's papers.De Vries wrote to Bailey that it was Bailey's listing of Mendel in the bibliography published in The Rural Library that led to his discovery of Mendel. Later, de Vries wrote to H. F. Roberts that he had first found a reference to Mendel in Bailey's Plant Breeding of 1895, where the bibliographic reference to Mendel's papers was not published. Finally, de Vries told Th. J. Stomps, who succeeded him at the University of Amsterdam, that he had first learned of Mendel early in 1900 from a reprint of Mendel's paper sent him by his friend Professor M. W. Beyerinck. Our present evidence favors Stomp's account as it shows that de Vries had not read Mendel's papers in 1899 but had early in 1900.Attempts to pinpoint de Vries' discovery of Mendel are aided in part, and in part confused, by the fact that he published five relevant papers in 1900. These papers were in press simultaneously, and some of them were altered in proof. Further confusion is due to the fact that at least three of them were published in the reverse order of their acceptance for publication. Here Correns showed de Vries that he had already read Mendel's paper. Any attempt by de Vries to ignore Mendel or get credit for Mendelism after 25 January would have been senseless. The notion of normativity implied here is a very basic one, namely distinguishing adequate from inadequate, correct from incorrect, or better from worse in the context of a particular situation. In the first part of this paper I investigate such ‘situated normativity’ by focusing on unreflective expert action. More particularly, I use Wittgenstein’s examples of craftsmen (...) (tailors and architects) absorbed in action to introduce situated normativity. Situated normativity can be understood as the normative aspect of embodied cognition in unreflective skillful action. I develop Wittgenstein’s insight that a peculiar type of affective behaviour, ‘directed discontent’, is essential for getting things right without reflection. Directed discontent is a reaction of appreciation in action and is introduced as a paradigmatic expression of situated normativity. In the second part I discuss Wittgenstein’s ideas on the normativity of what he calls ‘blind’ rule-following and the ‘bedrock’ of immediate action. What matters for understanding the normativity of (even ‘blind’) rule-following, is not that one has the capacity for linguistic articulation or reflection but that one is reliably participating in a communal custom. In the third part I further investigate the complex relationships between unreflective skillful action, perception, emotion, and normativity. Part of this entails an account of the link between normativity at the level of the expert’s socio-cultural practice and the individual’s situated and lived normativity. (shrink)

In this paper, we put forward two novel arguments against the counterfactual comparative account (CCA) of harm and benefit. In both arguments, the central theme is that CCA conflicts with plausible judgements about benefit and prudence.

Nobel-price winning atmospheric chemist Paul Crutzen introduced in 2000 the concept of the Anthropocene as the name for the successor geological period to the Holocene. The Holocene started about 12,000 years ago and is characterized by the relatively stable and temperate climatic and environmental conditions that were conducive to the development of human societies. Until recently, human development had relatively little impact on the dynamics of geological time. Although disagreement exists over the exact birth date of the Anthropocene, it is (...) indisputable that the impact of human activity on the geo-climatic environment became more pronounced from the industrial revolution onwards, leading to a situation in which humans are now widely considered to have an eco-geologically critical impact on the earth's bio-physical system. The most obvious example is the accumulation of greenhouse gases like CO2and Methane (CH4) in the atmosphere and the changes this induces in climatic dynamics. Others are the growing homogenization of biodiversity as a result of human-induced species migration, mass extinction and bio-diversity loss, the manufacturing of new (sub-)species through genetic modification, or the geodetic consequences resulting from, for example, large dam construction, mining and changing sea-levels. Logical pluralism is the view that there is more than one correct logic. Most logical pluralists think that logic is normative in the sense that you make a mistake if you accept the premisses of a valid argument but reject its conclusion. Some authors have argued that this combination is self-undermining: Suppose that L1 and L2 are correct logics that coincide except for the argument from Γ to φ, which is valid in L1 but invalid in L2. If you accept (...) all sentences in Γ, then, by normativity, you make a mistake if you reject φ. In order to avoid mistakes, you should accept φ or suspend judgment about φ. Both options are problematic for pluralism. Can pluralists avoid this worry by rejecting the normativity of logic? I argue that they cannot. All else being equal, the argument goes through even if logic is not normative. (shrink)

The concept of ecosystem services is a way of visualizing the instrumental value that nature has for human beings. Most ecosystem services can be performed by more than one species. This fact is sometimes used as an argument against the preservation of species. However, even though substitutability does detract from the instrumental value of a species, it also adds option value to it. Der Jesuit, Paläontologe und Philosoph Pierre Teilhard de Chardin (1881-1955) ist ein herausragendes Beispiel einer Vermittlung von Naturwissenschaft und Naturphilosophie. Teilhard entwirft eine Zusammenschau von transzendent-metaphysischer Teleologie, die aus dem christlichen Glauben heraus Gott als einzige Zweckursache des Geschehens sieht, philosophischer Anthropologie und naturwissenschaftlich orientierter kausalmechanischer Evolutionstheorie, dem allmählichen Entwickeln eines höheren Zustands (...) aus einem vorhergehenden. Die in der Ursache gegründeten Seinszusammenhänge ergeben einen vom Ziel her bestimmten Zusammenhang. Gott ist Totum alles wirklich Seienden im Horizont des möglichen Seins. Das für Teilhard so wichtige teleologische Prinzip hat seinen philosophiehistorischen Ursprung bei Aristoteles, der damit eine Denktradition begründete, die im Gegensatz zum kausal-mechanischen Weltbild der Naturwissenschaften steht und die sich über Thomas von Aquin und Hegel bis zu Teilhard als vorläufig letztem Höhepunkt erhält. Der aus Teilhards Naturphilosophie folgende Optimismus kann von großer Bedeutung für die Gegenwart sein. This chapter argues that emotion recognition is a skill. A skill perspective on emotion recognition draws attention to underappreciated features of this cornerstone of social cognition. Skills have a number of characteristic features. For example, they are improvable, practical, and flexible. Emotion recognition has these features as well. Leading theories of emotion recognition often draw inadequate attention to these features. The chapter advances a theory of emotion recognition that is better suited to this purpose. It proposes that emotion recognition involves (...) scripts. Emotion scripts describe how people are likely to behave in different emotional contexts. Scripts can be improved with the addition of richer social knowledge, they are practical in that they describe and guide social interaction, and they are flexible because they must accommodate the fact that emotions have different behavioral impact depending on the agents involved and the circumstances at play. Learning to recognize emotions through scripts qualifies as a skill. (shrink)

Commentary on a beloved ancient philosopher of Zen by a beloved contemporary master of Zen. Eihei Dogen was a thirteenth-century Buddhist poet-philosopher and founder of the Soto school of Zen.
